Judge Segal was raised in Tucson and graduated with a degree in Journalism from the University of Arizona. She attended law school at the University of San Diego and became a pubic defender. While in San Diego, she met her husband, Robert Segal, a visiting dermatologist. They were married on their third date. They settled in Quincy, Illinois and had three children, Stephen, Brad and Bonnie.

Wanting to be closer to family, they moved to Las Cruces, New Mexico. Anne taught as an adjunct professor at New Mexico State University. She started her PhD in Educational Management and Development. Anne volunteers as a cub scout leader, a girl scout leader and organized a local summer youth swim team. She was also the PTO president for the elementary school.

In 1999, Anne was elected Magistrate Judge and served four years in Dona County. The family decided they needed to be closer to aging parents and moved \ to Tucson in 2004. Anne served as the PTO president of Catalina Foothills High School, served on the Catalina Foothills Foundation Board, served on the strategic planning board and was a pomline mom. She also was the co-chairman of the Connections Luncheon for the Jewish Federation. She is on the University of Arizona Journalism Advisory Board, the Court Appointed Special Advocates Advisory Board and the Sunday Evening Forum Advisory Board.

Anne was elected Justice of the Peace in November, 2008. Since her election, she organized a mediation program for the justice Court civil division, a mediation program for neighborhood disputes and developed a comprehensive video for non-represented litigants to learn their Constitutional rights. She also won the creative writing award for Arizona Attorneys Magazine in 2012.

Anne is also the daughter of a Pima County Superior Court Judge Lillian Fisher, a well-known attorney and judge. Her sister is attorney Marjorie Cunningham and her nephew is Tucson City Councilman Paul Cunningham.
